City of Colquitt Seeks Proposals for 
Fiber Optic Network Expansion

The City of Colquitt has announced a Request for Proposals (RFP)to expand high-speed broadband access through a fiber optic network** serving the City and surrounding areas in Miller County. This initiative aligns with the city's long-term goal of becoming a "Smarter Colquitt" by enhancing connectivity for residents and businesses.  

The project, supported by the **Capital Projects Fund grant GA-0013971, will include the construction of 126.6 miles of fiber distribution infrastructure, targeting 1,069 unserved homes**. The city is looking to partner with Internet Service Providers (ISPs) and vendors to develop a **Gigabit-speed broadband network** that will support the region’s growth and digital accessibility.

  • - Proposal Deadline: March 21, 2025, by 5:00 PM EST  
  • - Project Location: City of Colquitt & Miller County  
  • - Scope:   Construction of up to 126.6 miles of fiber optic infrastructure                                                                                 Mix of aerial strand and lash construction and underground deployment                                                             Must be spliced, tested, and operational by December 31, 2026

City's Expectations for Proposals:
The City of Colquitt has outlined several priorities for interested vendors:  

1. Gigabit Technology Deployment – The network must provide high-speed internet capable of Gigabit speeds.  
2. City Infrastructure Connectivity – Proposals should include plans to integrate with existing city-owned assets.  
3. Preference for Underground Construction – While underground fiber is preferred, aerial solutions will be considered if justified.  
4. Use of Existing Infrastructure – The city will provide access to **publicly owned fiber infrastructure** to support deployment.

Rural organizations working to expand housing and community development now have an opportunity to receive free technical support through the Housing Assistance Council’s OneRural Technical Assistance Program. Applications for Round 6 are now open and will be accepted through March 31, 2026, with additional applications considered through April 15 if space remains. Funded by the U.S. Department of Housing and Urban Development’s Rural Capacity Building Program and USDA Rural Development’s Rural Community Development Initiative, OneRural provides no-cost, one-on-one technical assistance to help rural organizations strengthen operations, build capacity, and expand affordable housing and community development efforts. Selected participants receive expert guidance on housing development and financing, specialized training resources, and support from a dedicated HAC team partner to help implement solutions and grow long-term impact. Because the program is competitive and space is limited, applicants are encouraged to submit strong proposals that clearly demonstrate organizational goals and leadership commitment.
