FEMA Grant Systems Transition: Submit Financial Transactions by November 20

FEMA is moving to a new financial management system, the Federal Information Management System (FIMS). During the transition, FEMA GO and other FEMA grant systems will have limited functionality, and financial transactions such as drawdowns, payment requests, obligations, de-obligations and closeouts cannot be processed.

Deadline: All grant recipients and FEMA program staff must complete time-sensitive grant and financial actions by 5 p.m. ET on November 20, 2026. Anything submitted after that date will not be processed until at least mid-December.

During the transition: FEMA GO, Mitigation eGrants (MT eGrants) and the Payment and Reporting System (PARS) will be read-only. Users can view records but cannot enter, update, submit, approve or process any transactions. In NEMIS-HMGP, users can view records and complete non-financial tasks, and HMGP users can still request payments and drawdowns through the Payment Management System.

FEMA expects to finish the transition in mid-December, though that timeline may shift due to disaster activity or technical issues.
