Sealed Bids for the construction of the Arsenic Removal Filtration System for Well #3 & Well #4

will be received, by the City of Attapulgus, at Attapulgus City Hall – 115 North Main Street Attapulgus, Georgia 39815 until 11:00 AM local time on September 7, 2023, at which time the Bids received will be publicly opened and read.


No bids maybe withdrawn after the closing time for receipt of bids for a period of sixty (60) days except as specifically detailed in the Instructions to Bidders. constructing installation of a pre-packaged skid mounted arsenic removal filtering system (complete with two (2) 200 GPM vessels, along with concrete pad, yard piping, backwash/recycle system and all other appurtenances needed for a complete installation at Well #3 and Well #4 as indicated in these Bidding Documents.


Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis,

with alternate bid items as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:30 AM – 5:00 P.M, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents also may be examined at Attapulgus City Hall; during the City’s regular

business hours.


Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available electronically (as portable document format (PDF) files) for a nonrefundable

charge of $300.00. Paper copies of bid documents are also available for an additional $100.00 non-refundable charge. Upon Issuing Office’s receipt of payment, Bidding Documents will be sent via email or other means of electronic file distribution. The date that the Bidding


Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the

Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding

Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids will not be accepted from prospective bidders not on record with the Issuing Office as having purchased

and received a complete set of Bidding Documents.


Bid security shall be furnished in accordance with the Instructions to Bidders. If awarded the

Contract the successful bidder will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. Bonds must be

provided by sureties appearing on the U.S. Treasury Department’s most current Circular 570 Listing and be licensed in the State of Georgia.


All permits required for the construction of this project are expected to be approved prior to the

date of the bid opening.


Acquisition of property for easements, right of way, etc. is not expected to be required for this

project.

This project is expected to be funded all or in part by the Governor’s Office of Planning and Budget (OPB) through State and Local Fiscal Recovery Program. Federal Requirements including 2CFR Part 200, Appendix II.


The City of Attapulgus reserves the right to reject any or all bids including without limitation the

rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids; and to make an award in the best interest of the City of Attapulgus.

The Southwest Georgia Regional Commission is currently developing a Transit Development Plan (TDP) for Lee County. This effort aims to strengthen coordination and collaboration while supporting local planning and informational needs. The plan is funded through a planning grant from GDOT (5304) and is intended to serve as a guiding resource for the county and its municipalities. This plan is prepared with data compiled from several sources, including U.S. Census Bureau data, American Community Survey results, the community’s most recent Comprehensive Plan, GDOT’s adopted Regional Transit Development Plan, GDOT’s Statewide Transit Plan, community input survey results, community websites, and Southwest Georgia Regional Transit trip data. Lee County, its municipalities, and GDOT, will be encouraged to use this plan to help inform future decisions related to rural public transit services. The City of Colquitt has successfully completed its Fiscal Year 2022 Redevelopment Fund (RDF) Grant Project, totaling $708,297, which included the demolition, stabilization, and rehabilitation of the property located at 106 North First Street. This revitalized site is now home to the Hospital Authority Training Center of Miller County, representing a meaningful investment in both infrastructure and workforce development for the community. As a result of this project, a total of 80 new jobs have been created in Colquitt, with positions ranging from service workers and technicians to clerical staff. The Hospital Authority of Miller County anticipates hiring a significant number of employees from low- and moderate-income backgrounds, helping to expand economic opportunity for local residents. Rural organizations working to expand housing and community development now have an opportunity to receive free technical support through the Housing Assistance Council’s OneRural Technical Assistance Program. Applications for Round 6 are now open and will be accepted through March 31, 2026, with additional applications considered through April 15 if space remains. Funded by the U.S. Department of Housing and Urban Development’s Rural Capacity Building Program and USDA Rural Development’s Rural Community Development Initiative, OneRural provides no-cost, one-on-one technical assistance to help rural organizations strengthen operations, build capacity, and expand affordable housing and community development efforts. Selected participants receive expert guidance on housing development and financing, specialized training resources, and support from a dedicated HAC team partner to help implement solutions and grow long-term impact.
