General Statement of Duties and Responsibilities

The Southwest Georgia Regional Commission (SWGRC) is seeking a qualified mid-level Regional Rural Planner. Under moderate supervision, the successful candidate will perform a wide range of professional planning activities, including developing local and regional Comprehensive Plans, Solid Waste Management Plans, Land Use Plans, Zoning Ordinances, Zoning Maps, Subdivision Regulations, and Capital Improvement Programs. Additional duties include grant writing, providing technical assistance and training to local Planning Commissions, and delivering recommendations on rezoning, subdivisions, and land-use matters.

Examples of Essential Duties

• Collect, analyze, and synthesize demographic, economic, environmental, infrastructure, and land-use data.
• Conduct field research, including land use, housing quality, and community facility surveys.
• Draft regional/local plans, grant applications, ordinances, and regulatory tools in compliance with state and federal standards.
• Provide technical assistance, policy recommendations, and educational workshops to local planning commissions and municipal/county officials.
• Present planning studies and findings at public hearings, board meetings, and community workshops.
• Perform other related duties as assigned.

• Strong research, analytical, and problem-solving skills.
• Excellent technical writing, public presentation, and interpersonal skills.
• Ability to organize large datasets into clear, actionable reports and plans.
• Proficiency in Microsoft Office Suite, GIS software, and word processing applications.
• Proven ability to manage multiple project deadlines simultaneously in a fast-paced environment.

Minimum Requirements

Education & Experience

• Master’s Degree in Urban/Regional Planning, Public Administration, Business Administration, Transportation, or a closely related field, plus a minimum of 1 year of professional planning experience; OR
• Bachelor’s Degree in a related field, plus a minimum of 3 years of progressive professional planning experience.

Certification & Licensure

• Must possess a valid Georgia driver’s license.
• American Institute of Certified Planners (AICP) certification preferred.

Other Requirements

• Willingness to attend evening meetings outside regular work hours.
