SUMMARY:

The Director of Transportation is the primary point of contact for the Georgia Department of Human Resources (DHS) and the Georgia Department of Transportation (GDOT) and is 100% dedicated to this project. This position is responsible for management of day-to-day operations of the Southwest Georgia Regional Transit program and meets contractual and internal performance standards, maintains a transportation network with ample capacity to meet members’ needs, identifies opportunities for improving services to members, and has supervisory responsibilities over direct reports (if any).


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for preparing (when applicable) and updating all policies and procedures update relevant to the Southwest Georgia Regional Transit program.
  • Responsible for ensuring compliance with federal and state laws that are relevant to the Southwest Georgia Regional Transit program.
  • Attends required trainings and conferences related to the transportation program.
  • Responsible for marketing and educational materials and for maintaining and updating these materials and other required information on the regional transit section of the SWGRC website.
  • Handles and monitors complaints, and works with the Third-Party Operators (TPOs) to investigate, document, resolve, and close complaints and/or incidents.
  • Assists the SWGRC Executive Director with contract negotiations and acts as the spokesperson for the project.
  • Submits funding applications as required.
  • Maintains relationships with Third-Party Operators and assists them when necessary.
  • Maintains relationships with City/County partners regarding the transit program.
  • Maintains good working relationships with Federal and State agency officials in relation to the transit program and submits required documents and reports to these agencies upon request.
  • Makes budget decisions within the scope of the contract.
  • Works with the SWGRC Executive Director to identify additional resources that may be available to support and/or enhance the transportation program.
  • This role may require managing staff in order to accomplish goals and objectives
  • Responsible for ensuring that annual monitoring is performed and complete.
  • Holds quarterly meetings with Third-Party Operators.
  • Represents SWGRC at Regional Transportation Coordinating Committee (RTCC) meetings.
  • Serves as the Staff Representative for the Transportation Committee of the SWGRC Council.
  • Performs other duties as required and assigned.

 

SUPERVISORY RESPONSIBILITIES:

Responsible for the direct supervision of assigned staff and overall responsibility of all staff related to the SWGRC Transportation program. Responsibilities may include interviewing, recommendation for hiring and training employees; planning assigning and directing of work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION/EXPERIENCE:

  • Bachelors degree in Business, Logistics or a related field required.
  • Master of Business Administration or other equivalent advanced degree in a related field preferred.

Minimum qualifications include five (5) years progressive responsibilities in management positions of transportation services included public transit, brokerage operations, and/or direct provider of transportation services with a private or non-profit company.

Scope of work must include supervisory responsibilities, budgeting, personnel, interface with funding agency, involvement in annual service planning and developing and monitoring corrective action plans. Vehicle inspections and screening drivers a plus. Ability to analyze trip data and present information to a management group.


LANGUAGE SKILLS: 

Ability to read, analyze, and interpret general business periodicals, professional journals, financial reports, legal documents, technical procedures, or governmental regulations; write reports, business correspondence and procedures manuals; efficiently respond to questions from membership, staff and members of the community; communicate effectively in both written and oral form; and effectively present information to membership, top management, public group, and/or board of directors.  


MATHMATICAL SKILLS: 

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to work with mathematical concepts such as statistical inference, and ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.


REASONING ABILITY: 

Ability to define problems, collect data, establish facts, and draw valid conclusions; exhibit independent judgment in the development, implementation and evaluation of plans procedures and policies, and interpret an extensive variety of technical instruction in mathematical or diagram form and deal with several abstract and concrete variables.


COMPUTER SKILLS:

 To perform this job successfully an individual should have knowledge of contact management software, internet software, spreadsheet software, database software, and word processing software.


OTHER KNOWLEDGE, SKILLS AND ABILITIES: 

Knowledge of the principles and techniques of transportation administration, contract administration and negotiation, community organization, fiscal and organizational management, principles and practices of marketing and public relations. Ability to plan, direct and coordinate activities; negotiate and administer contracts; work with commercial vendors, government agencies, community groups and other organizations as necessary; communicate effectively in both written and oral forms; exhibit independent judgment in the development, implementation and evaluation of plans, procedures and policies.
