Eligible Homeowner Requirements

CHIP funds may be used to assist existing low-income homeowners with repairs for rehabilitation or reconstruction of their homes. Homes must be brought up to state codes.

Who Is Eligible?

  • Must be a single Family Owner-Occupied, Stick Built, Modular or Manufactured Homes
  • Must be the property Owner
  • Homeowner that Lives in the target area
  • Must have Property Taxes up to date

How much total income can my household earn?

  • Total household income must be below the low limits established by HUD/DCA per family size.

  • 1. What is the “CHIP” grant?

    The Community HOME Investment Program (CHIP) grant was created by Georgia Department of Community of Affairs (DCA) for local governments wishing to develop or preserve housing in their communities.


  • 2. Who can apply for the “CHIP” grant?

    Residents living in a target area of “City Limits” can apply and must own their property.

  • 3. How can a homeowner receive a CHIP grant Application?

    At this time, NO CHIP grant applications are available, and the City Clerk will be the contact person once any information become available.

  • 4. How will the grant funds be administered to the homeowners?

    Mrs. Brenda Wade from the Southwest Georgia Regional Commission (RC) will be handling the day-to-day management and implementation of the grant program.

  • 5. How can a homeowner determine if he/she is eligible to participate in CHIP program?

    ▶ Gross household income must be below the low-income limits established by HUD/DCA

    per family size (See income guidelines below)

    ▶  Must own a home within the City Limits

    ▶ Must be credit worthy

    ▶ Must have available income to support a home improvement loan

    ▶ Must have and maintain fire insurance for house served

    ▶ Must have property tax paid up to date


  • 6. What items are needed to complete the CHIP grant application process?


    Homeowners must complete a Full Applicationform and provide the five (5) items listed:

    1. Proof of Identification (Such as driver license orany other photo ID)
    2. Proof of Household Income (Such as verifyingincome from Social Security/Retirement Benefits,Tax Returns and Employment Pay Stubs of ALLpersons employed that resides in the home – 4weeks of pay stubs)
    3. Proof of Property Ownership (A Copy ofWarranty Deed)
    4. Proof of Property Taxes (A Copy of the 2024Property Tax Receipts)
    5. Proof of Property Hazard Insurance (A Copyof the most current or 2025 Property HazardInsurance – Fire Insurance)
  • 7. What does the Rehabilitation Assistance include?

    The rehabilitation of housing will consist of, butwill not be limited to the following repairs:

    • Repair and/or replacement of deterioratedroof systems
    • Repair and/or replacement of ill fittingwindows and doors
    • Repair and/or replacement of deterioratingstructural components
    • Repair and/or replacement of antiquatedelectrical systems. This includes updating to 200 amp service installation
    • Repair and/or replacement of faulty plumbing
    • Repair and/or replacement of substandardheating systems
    • Energy conservation-weatherization activities;and Lead Hazard removal activities, wherenecessary
  • 8. What type of home is eligible for Rehabilitation?

    a. Stick Built Homes


    b. Modular Homes

  • 9. What type of home is NOT eligible for Rehabilitation?

    Manufactured Homes or Mobile Homes

  • 10. Will the homeowner be required to match their personal funds with the grant funds?

     Matching funds are not required from the homeowner, it is based on income eligibility.
